Abstract

Elections might arguably either contribute to the making of democracy, or become a cover for authocratic order. It is criteria that matter, permitting to assess matching of organization and procedures of elections to democratic standards. Author proposes a classification of democratic election indices levels. This serves as a basis to analyze electoral process in Russia, its strong and weak sides, its matching to democracy criteria.
