Abstract

Examined are contents and implementation mechanisms of the Soviet housing policy in the 1917-1941 period. Basing on the legislative documents and orders of the authorities and managers, goals of housing policies are illuminated - nationalization of the habitation the intent to use it as a means to steer people: to attach them to the place of work, to coerce desired level of productivity and prescribed way life.
