Abstract

The methodology for determining threats to national security is considered in the context of such categories as national interests and national security. It is noted that national security is one of the central concepts in public administration. This concept under modern conditions has a significant number of dimensions and therefore should be considered in close interaction with the concept of national interests, which in turn are derived from the concept of the nation-state. The interpretation of the concept of national security in various states is reflected in the shape of the state bodies that are responsible for national security. The role of forecasting threats to national security in the decision-making process in this area, including strategic planning, is defined. The tasks of strategic planning are identified, the most important of which is to ensure full compliance of the allocated resources with certain goals and priorities for ensuring national security, including its military component. The article is written considering author’s practical experience in developing forecasts of the relevant profile and their use for the preparation of various strategic planning documents.
