Abstract

Integration of migrants in Russia is one of the most complicated problems of migration policy In the country, the number of people born abroad is increasing, among whom a large group of migrants are labor migrants. Temporary migrants gradually move into the category of permanent residents of the country through obtaining different statuses and eventually becoming Russian citizens. For Russia, an important area is the expansion of programs of cultural and linguistic adaptation, of the Russian language migrants teaching in the education system at different levels. It is noted that integration is closely related to external migration policy, whose purpose is to “shift” the costs of integrating migrants from Russia beyond its borders, and the most effective tool for achieving it can be the transition from passive fixation of migration to the active influence of the state on migration flows to the country by influencing their scope and structure, based on the national interests of the country.
