Abstract

The problems of adapting scientific sphere of the Republic of Belarus to functioning under sovereignty are given analysis to. Four stages of its transformation and features are identified. A comparative analysis of the level of resource support of science is carried out. Its results state that the former USSR countries, including Belarus, are far behind the average level of the EU countries as far as research and development costs and staffing in the scientific sphere are concerned. The significant decline in resource support of science in Belarus happened in the period from 1991 to 1996 and then remained at approximately the same level. Effectiveness of innovative activity is found out to be dependent on the level of resource support of the scientific sphere. Underfunding of science entails insufficient production of new knowledge and technologies. The level of publication activity of Belarusian scientists in highrated academic journals included in the international Scopus and Web of Science databases remains low.
