Expert Assessments of Media Industry Products:
Information Safety for Children

The purpose of the study is to evaluate effectiveness of expertise as a tool for managing information safety of society in the field of dangerous media products for children. Expertise is understood as one of the methods to reach compromise between conflicting interests of social groups in relation to the media products. The experts’ arguments, the percentage of violations detected by the expert in the total number of expert examinations, customers of expert opinions, types of information products and methods of disseminating information, the frequency of detecting certain categories of harmful information, formal and logical errors of experts were identified. Common problems of expert practice are identified and analyzed: lacking quality control of expertise; perversity of rules for financing expert events. Based on the analysis of experts’ arguments, common errors in expert opinions are detected. The authority of the expert community, the “power of experts” is associated with the degree of “plasticity” in the wording of categorized harmful content. The conclusion is made about the gaps in the state design of this type of expert activity. The empirical base of the study was the texts of expert opinions in this area made between 2013 and 2019.
