Abstract

The article discusses the semantic content of the concepts of state and political regime. Pro¬posed are criteria of political and socio-economic efficiency of the state. The evolution and characteristic differences of the ruling regimes of Lenin, Stalin, Khrushchev, Brezhnev and Gorbachev are duscussed, which existed in the framework of a unified Soviet state. Processes that characterize Russia in the beginning of XXI century as a "catastrophe society" are described as well as the reasons for reproduction in Russia of the au-thoritarian regime; the consequences of persistent neglect by the ruling class principle of social justice, histor¬ical risks of further movement of society on a track of the previous decades.
