Basing on a number of all-Russia surveys, changes in attitudes to poor people are characterized along with dynamics of their numbers in Russian society in 2003-2013 period. It is demonstrated that stigmatization of the poor in Russian society according to approaches used to conceptualize the poverty phenomenon varies from 13 to 40%. The final conclusion is that the process of transformation of the poor as a lower segment of Russian society in the socially excluded persons, in its "periphery" has already passed the point of no return.
