In the article, the author considers the quality of life as a complex functional phenomenon. It includes statistical data reflecting the effectiveness of the activities of the municipal authorities and subjective assessments by citizens of the conditions for satisfying their needs. The author offers an interconnected system of indicators of quality of life: comfortable living; level of development of the consumer market; provision of housing and quality of living conditions; job security; income level of the population; the level of development of health, education, culture; government performance; trust in government; state of the environment; personal safety. Each indicator is operationalized through a set of indicators. Author presents the results of an empirical study of the inhabitants of Novosibirsk on the presented indicators.
