Based on a series of interviews conducted in 2019 with residents of Moscow (about 160 respondents), the authors draw conclusions about the social problems associated with the organization and results of the renovation. Residents of renovated houses are primarily interested in improving their living conditions, but residents of houses that have not been renovated, who fear the deterioration of the urban environment, are also participating in the conflict. An analysis of the opinions of Muscovites about the renovation shows that the main problem of the implementation of the renovation is low information transparency, which, against the background of the general distrust of citizens in the authorities, generates protest moods. Another important social problem is the growing load on the social infrastructure: the government controls the provision of residents with «acreage» and internal equipment of apartments, but pays little attention to car parking, accessibility of educational and medical institutions. Although a repetition of mass protests, as in 2017, is unlikely, renovation remains a “smoldering” hotbed of social conflicts related to the alienation of citizens from power.
