Employment of Older People and Active Agеing Policies in Europe and Russia

The article highlights main strategies for the older people employment in European countries vs. Russia. Developed economies are characterized by tax incentives for employers and retraining older people. In low-income countries and in countries where social policy regarding active ageing is just beginning to develop, an important role is played by the initiative from below, and the employment of older people is mainly involuntary for employers. A similar situation is observed in Russia, where the grassroots initiative and a few practices related to retraining pensioners and training them in new computer technologies are not supported institutionally. The recently introduced increase in the retirement age is not accompanied by creation of conditions to integrate older people into the labor market, while the conditions of the global pandemic have revealed prospects and sustainability of the incentive and retraining strategy practically absent in our country.
